The Bangladesh Institute of Administration and Management (BIAM) has been supporting human resource development in Bangladesh since 1991 through training programs for both government and private sector officials. With dozens of training sessions, seminars, and workshops held every year, managing everything manually became time-consuming, error-prone, and inefficient.

To solve these issues, Inflack developed a custom-built Training Management System (TMS) to help BIAM run and manage all training-related activities — from course setup to certificate issuance — in a fully digital and streamlined way.

Client / Project Context

BIAM Foundation, under the Ministry of Public Administration, offers training courses that involve complex planning — including managing trainees, trainers, committees, budgets, and evaluations.

When we began the project, BIAM faced challenges in managing course teams, assigning multiple user roles, and tracking course-specific accounting activities. These issues made it difficult to run programs smoothly. After detailed discussions and analysis, we created a business-focused, easy-to-use solution that matched BIAM’s workflow perfectly.

As a result, BIAM now handles 100% of its training management digitally, reducing paperwork, saving time, and increasing efficiency by more than 60%. Tasks that previously took days — like tracking budgets, evaluating trainers, and printing certificates — are now done within minutes using a single platform.

Challenges

Before using the digital system, BIAM faced several problems:

  • Manual recordkeeping: Trainee lists, expenses, and feedback were stored on paper or Excel.
  • No central database: Information was spread across different departments and formats.
  • Slow certificate process: Generating certificates manually took several days.
  • Low transparency: Managers couldn’t track live progress or costs during training sessions.
  • Data security risks: There was no proper data encryption or secure hosting.

Our Solution

Inflack built a modern and secure Training Management System (TMS) using technologies like Laravel (PHP), JavaScript, MySQL, and React Native. The system is hosted in a secure government data center, protected by Cloudflare and end-to-end encryption (E2EE) to ensure full data security.
